I want to do a full system restore, but do you have to have a system recovery disk to do a system restore?

It looks like there is a recovery partition in Local Disk D, can I do a system restore or do I have to have a system recovery disk. It got my computer used, it’s an emachines model T3985, how would I get a system recovery disk, if I need one?
Well, I created a restore disk, but when I tried to do the system restore, it said something like the hives were corrupt or unwritable?
